HETiA participated at the Delphi Economic Forum XI
The Hellenic Emerging Technologies Industry Association (HETiA) actively participated in the Delphi Economic Forum XI, contributing to the strategic dialogue on Europe’s technological sovereignty and industrial transformation.
Dr. Emmanuel Zervakis, President of HETiA and the Hellenic Chips Competence Centre (HCCC), as well as Chief Business Officer of ES Systems, participated in the high-level panel discussion titled:
“From Chips to Qubits: The Strategic Path to Europe’s Technological Sovereignty and Industrial Future,” held on Friday, April 24, 2026, at the Amalia Hotel (Apollon Hall).

The panel convened senior representatives from government, research and industry, offering a comprehensive perspective on how Greece can further strengthen its position within the European and global technological landscape. The discussion focused on the critical intersection between semiconductor technologies and emerging quantum capabilities, as well as on the need to translate strategic policy priorities into concrete industrial and investment outcomes.

The panel was moderated by Dimitrios Angelakis, Science Director of the Quantum Institute at NCSR Demokritos.
During the discussion, Dr. Zervakis highlighted that technological sovereignty should not be limited to design excellence, but must extend to the ability to produce. Greece has already developed a robust semiconductor ecosystem, characterized by strong capabilities in design and research and development. However, he emphasized that the next strategic priority is the development of manufacturing capacity within the country.

In particular, the discussion underlined the importance of investing in specialized fabrication and back-end activities, aligned with key industrial sectors such as energy, defense, telecommunications and advanced digital systems. Strengthening production capabilities will play a critical role in enhancing resilience, reducing external dependencies and securing Greece’s position within Europe’s semiconductor value chain.
At the same time, the panel highlighted the importance of closer collaboration between public authorities, research institutions and industry stakeholders, in order to accelerate innovation, support scaling of deep-tech companies and ensure the effective implementation of European initiatives, including the EU Chips Act.
