Memorandum of Understanding between the Ministry Of Development and HETiA at the Emerging Tech Forum

Athens, 11 December 2025

Within the framework of the Emerging Tech Forum, which took place on 11 December 2025 at the Hotel Grande Bretagne in Athens, a Memorandum of Understanding (MoU) was signed between the the Ministry of Development, represented by the Deputy Minister of Development, Mr. Lazaros Tsavdaridis, and the Hellenic Emerging Technologies Industry Association (HETiA), represented by its President, Dr. Emmanouel Zervakis. The signing of the Memorandum took place during a morning meeting held shortly before the official opening of the Forum, with the participation of the General Secretariat for Industry Ministry of Development, Mr. Eleftherios Kritikos, Mr. Thomas Skordas, Deputy Director-General of DG CONNECT of the European Commission, as well as members of the Board of Directors of HETiA.

The cooperation between the Ministry of Development and HETiA is aligned with the strategic priorities of the European Union and, in particular, with the EU Chips Act, and aims at the formulation of the National Semiconductor Strategy, within the context of the revision of the National Strategy and the National Action Plan for Industry.

Objective and Framework of the Cooperation

The objective of the cooperation is the systematic exchange of information and expertise, as well as the development of joint initiatives covering the entire value chain of semiconductors and microelectronics. The collaboration focuses on fostering entrepreneurship and competitiveness, promoting innovation, and strengthening the meaningful linkage between industry, research, and the academic community, while also supporting the implementation of the EU Chips Act at national level.

Within this framework, the two parties will collaborate on initiatives related to the exchange of expertise and information concerning domestic and international semiconductor value chains, the mapping of the Greek ecosystem, and the implementation of joint actions in research, technology, business innovation, and industrial policy. Particular emphasis will be placed on the organization of conferences, workshops, and thematic laboratories in areas such as industrial digitalization, research and development, skills and human capital, extroversion and cooperation with business and research hubs in Greece and abroad, as well as the promotion of digital transformation and Industry 4.0 technologies.

The signing of the Memorandum at the Emerging Tech Forum highlights the Forum’s role as a platform for substantive dialogue between the State, industry, and the academic and research community, contributing to the shaping of policies and synergies that enhance the country’s technological and industrial resilience.
